The Tony Elumelu Foundation is the leading philanthropy empowering a new generation of African entrepreneurs, driving poverty eradication, catalysing job creation across all 54 African countries, and increasing women’s economic empowerment.
Founded in 2010, the Tony Elumelu Foundation is committed to empowering African entrepreneurs to catalyze the continent’s economic transformation.
Since the launch of the Tony Elumelu Foundation Entrepreneurship Programme in 2015, the Foundation has provided up to 2.5 million young Africans with access to training on its digital hub, TEFConnect, and disbursed over USD$100 million in direct funding to over 21,000 African women and men, who have collectively created over 800,000 direct and indirect jobs, and generated over USD$4.2 billion in revenue. The Foundation’s mission is rooted in Africapitalism, which positions the private sector, and most importantly entrepreneurs, as the catalyst for the social and economic development of the African continent.
PROGRAMMES OPEN FOR APPLICATION:
1. Tony Elumelu Foundation (TEF) Entrepreneurship Programme: the flagship Tony Elumelu Foundation Entrepreneurship Programme is open to all entrepreneurs across Africa with innovative business ideas or existing businesses not older than five years. This year, there is a special emphasis on businesses leveraging Artificial Intelligence (AI) and green initiatives. Applicants must be at least 18 years old.
2. IYBA-WE4A Entrepreneurship Programme: Launched by the Tony Elumelu Foundation in partnership with the European Union (EU) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), IYBA-WE4A stands for Investing in Young Businesses in Africa – Women Entrepreneurship for Africa and is exclusively for women entrepreneurs with green business ideas or existing green businesses in Senegal, Tanzania, Uganda, Cameroon, Kenya, Mozambique, Malawi, and Togo. Applicants must be at least 18 years old, with businesses not exceeding five years in operation.
3. Aguka Ideation Programme: The Aguka Ideation Entrepreneurship Programme is a partnership with the Tony Elumelu Foundation, UNDP Rwanda and the Rwandan Ministry of Youths and Arts to support young Rwandan entrepreneurs between 18 -30 with business ideas with a seed capital of $3000, with the aim of nurturing and developing innovative concepts into viable enterprises.
APPLICATION DETAILS:
• Platform: Applications are to be submitted through TEF’s proprietary digital hub, TEFConnect.
• Application Period: January 1, 2025 – March 1, 2025. Applicants are encouraged to complete and submit their applications well ahead of the deadline.

THE TEF ENTREPRENEURSHIP PROGRAMME (2025)
OVERVIEW
The Tony Elumelu Foundation was founded in 2010 with a mission to catalyse Africa’s economic transformation through entrepreneurship development. Since the launch of the Tony Elumelu Foundation Entrepreneurship Programme in 2015, the Foundation has reached over 1.5 million young Africans on its digital hub, TEFConnect, and disbursed USD$100 million in direct funding to 20,000 young African women and men who have collectively created 400,00 jobs and generated US$2.5 billion in revenue.
Through the Tony Elumelu Foundation Flagship Entrepreneurship Programme, the Foundation empowers African entrepreneurs and the entrepreneurship ecosystem across 54 African countries. The programme is opened to ALL entrepreneurs with businesses within 0 – 5 years. We encourage applications from businesses leveraging AI as well as green businesses.
WHAT TO EXPECT FROM THE PROGRAMME?
The Tony Elumelu Foundation Entrepreneurship Programme identifies outstanding African entrepreneurs who have start-ups or business ideas with the potential to grow. The Tony Elumelu Foundation Entrepreneurship Programme will be delivered in different phases as listed below:

1. THE APPLICATION PHASE
The 2025 Tony Elumelu Foundation Entrepreneurship Programme Application will launch on the 1st of January to the 1st of March at Midnight. Applicants are required to complete the application by providing valid and accurate responses to all questions.
Upon successful submission, a notification displaying the applicant’s eligibility status will appear on the screen and will also be sent via email. A third party will review applications that meet the cut-off score.
THE APPLICATION FORM
The application form consists of 4 sections:

- Cognitive and Business acumen assessment
- Declarations
To ensure a transparent application process, all applicants must upload a valid government-issued ID that clearly displays their date of birth and photo, as well as a headshot. Also, applicants must indicate their name on the application form and on TEFConnect exactly as it appears on the ID card.

ELIGIBLE PARTICIPANTS
After the application review phase, the successful applicants will have full access to participate in the 2025 Tony Elumelu Foundation Entrepreneurship Programme, which comprises training, mentorship, Business plan, financials, pitch video submission, and review. All participants must attend the virtual orientation/onboarding session to learn more about the programme, its phases, timelines, and the resources available to succeed in the programme.
INELIGIBLE PARTICIPANTS
These applicants are encouraged to improve their business skill sets to launch and run a business, which is essential. They will have access to the General Training on TEFConnect but will not be eligible to be paired with a mentor and receive seed capital.
2. THE TRAINING PHASE
The shortlisted participants after the application phase will take part in the Tony Elumelu Foundation Business Management training. They will be required to take multiple-choice questions to track performance. Additionally, participants will be paired with a mentor to guide them through the programme.
NOTE: Completion of the training programme is a strict condition to moving forward to the submission and review of your business plan, financials, and pitch video, and receipt of seed capital.
3. THE BUSINESS PLAN, FINANCIALS, AND PITCH VIDEO SUBMISSION AND REVIEW PHASE
Each participant will be required to use the knowledge and experience obtained during the Business management training programme to develop a Business Plan, and financials using the template provided by the TEF team. Participants will also be required to submit a 2–3-minute pitch video about their idea or existing businesses.
The Business Plan, financials, and pitch videos will be reviewed by a third-party consultant, who will provide feedback and highlight areas for improvement.
4. SEED CAPITAL PHASE
SUBMISSION OF SEED CAPITAL REQUIRED DOCUMENTS
All applicants selected post the application are expected to start the process of registering their business and open a business bank account. However, only participants shortlisted after the business plan submission and review phase will be given access to submit their business bank details and seed capital documents.
The participants from the countries with UBA presence must open an account with the United Bank for Africa. Those from countries without UBA presence are required to open an account with a reputable commercial bank. The other documents required are listed below:
1. Upload an original government-approved ID card (it must be one of following). I. National Identity Card Date of birth and photo must be clearly visible)
- ii. National Driver’s license
- iv. Permanent Voters’ card
- International passport
2. Business Registration Document/ Certificate
3. Evidence of tax registration (Must include business name)
4. Bank reference letter (The name on the business registration certificate must match the name on the bank reference letter)
5. Partner’s Consent form (If you run your business with a partner) and the ID card of your partner must be provided.
6. Medical report from a reputable hospital for participants who thrive with disability.

1. Ensure that the picture on your ID card matches the image in your pitch video
2. Ensure that the business name in your bank reference letter, business registration document and evidence of tax registration is the same.
3. Ensure that your uploaded business plan aligns with the application submitted and pitch video.
4. Ensure to read and comply with the terms and conditions, and agreements for the 2025 Tony Elumelu Foundation Entrepreneurship Programme
5. Submitting these documents does not guarantee automatic selection for seed capital. Instead, it is an opportunity to be selected, provided all required documents are submitted before the stipulated deadline and successfully validated.
6. We will meticulously review all submitted documents. Any flagged documents will result in automatic disqualification from the programme.

THE SEED CAPITAL DISBURSEMENT
All participants who have successfully completed all the above steps and their business bank account details and business documents have been validated by the Tony Elumelu Foundation team, will receive seed capital in their business bank accounts and receive a CERTIFICATE OF COMPLETION AND ACHIEVEMENT.
THE AGUKA IDEATION PROGRAMME (2025)
OVERVIEW
The AGUKA IDEATION ENTREPRENEURSHIP PROGRAMME is a partnership with the Tony Elumelu Foundation, UNDP Rwanda and the Rwandan Ministry of Youths and Arts to support 100 Rwandan entrepreneurs between 18 -30 with business ideas with a seed capital of $3000 each. This will mirror the Mali programme but with online training. The programme will run for four years.

After the application review phase, the successful applicants will have full access to participate in the Aguka Ideation Entrepreneurship Programme, which comprises training, mentorship, Business survey, Physical verification, and the pitching competition.
All participants must attend the onboarding session to learn more about the program, its phases, timelines, and the resources available to succeed in the program.
PHYSICAL VERIFICATION
A physical verification exercise will be conducted for participants shortlisted after the application phase. This exercise aims to confirm the identity of all applicants and will serve as a major criterion for eligibility in the next phase of the programme. Shortlisted participants will be required to present a valid government-issued ID card that clearly displays their date of birth and photo, along with a passport-sized photograph for the verification process.
THE TRAINING PHASE
All the selected participants will take part in the world class business training and take multiple-choice questions to track performance.
THE BUSINESS SURVEY PHASE
Each entrepreneur will be required to use the knowledge and experience obtained during the Aguka Ideation Business management training programme to provide accurate submissions to a business survey which seeks to validate business validity, scalability etc.
SUBSMISSION OF THE TEF REQUIRED DOCUMENTS
All applicants selected post the application are expected to start the process of registering their business and open a business bank account after selection.
The participants must open an account from a reputable commercial bank in Rwanda. The documents required are listed below:
- Upload an original government-approved ID card (it must be one of those listed below).
- Business Registration Document/ Certificate (The name on your ID card must match the name on the document).
- Tax Document (Must have your business name on it)
- Bank reference letter (The name on your ID card must match the name on the letter)

THE SEED CAPITAL PHASE
All entrepreneurs who have successfully completed all the above steps will be required to open business bank account with the same registered business name Once you have successfully completed it , you will receive seed capital in your business bank account and receive a CERTIFICATE OF COMPLETION AND ACHIEVEMENT from the Foundation.

THE TEFXUNICEF BEGREEN ENTREPRENEURSHIP PROGRAMME (2025)
From Waste to Wealth
OVERVIEW
The world’s ecological problems of waste accumulation, environmental pollution, and the need to develop a circular economy call for urgent action. Kenya, Morocco, South Africa, Nigeria, Senegal and the other African continent also face different challenges, such as high-income inequality, unemployment, and poverty levels, with limited inclusion and participation of the youth. We designed this initiative to provide evidence on opportunities for youth entrepreneurship in a circular and green economy – with a focus on waste management – while addressing the triple planetary crisis, reducing inequalities, and creating sustainable livelihoods for themselves and their peers. The Green initiative will contribute evidence on innovative development models to drive growth and employment for youth in Africa and beyond.
The Tony Elumelu Foundation, Ikea Foundation and Generation Unlimited are working together to uniquely position and leverage their assets and support youth to lead a sustained green revolution in Africa. As the founding partners of the proposed BeGreen Africa partnership, we will leverage our collective expertise, close relations with government, the private sector and youth networks, and extensive field presence across Africa and Kenya to work to improve lives through greening the continent. Through this Partnership, we will empower entrepreneurs from Kenya, Nigeria, Morocco, Senegal and South Africa in the green economy sector. The curriculum focuses on practical, iterative learning that is useful even long after the training period.

THE APPLICATION PHASE
The Application for the BEGreen Programme is from the 1st of January 2025 via the TEFConnect Platform –www.tefconnect.com. Once applications are closed, eligible applicants will have access to the Business Training Courses.
PREPARATORY
The applicants who are not eligible are in the Preparatory Category. It means you do not meet the criteria to participate in the programme and the skillset needed to start a business. Kindly go through the general training on TEFConnect. You will, however, not be eligible for mentorship or seed capital.
THE TEF BUSINESS MANAGEMENT TRAINING PROGRAMME
After the application phase, all Shortlisted applicants will go through the Tony Elumelu Foundation Business Management Training modules, and Green Business training.
THE TRAINING, MENTORSHIP AND VIRTUAL SESSIONS
Once shortlisted, you will be eligible to participate in our business training and mentoring virtual sessions. There will be multiple-choice questions to track your performance. You will attend a virtual orientation session to learn more about the programme and its processes. During the session, we will share the timelines and resources needed for you to succeed.
The Shortlisted participants must complete the business training and answer the quiz at the end of each course.
The Top performing applicants who have met all requirements will develop a cohesive Business & Financial Plan Document for their Business.
THE BUSINESS PLAN AND FINANCIALS SUBMISSION PHASE
At the end of the training, you will combine all the learnings into a cohesive document. The Entrepreneurship Programme team will share the business & financial plan template with all participants. The template will guide you and help you create your business & financial plan document.
We will communicate the deadline for submission. Only successful candidates (who complete the MCQs, score above the cutoff mark and submit a business plan) would be eligible to move on to the next stage: the Physical Pitching Competition.
THE PHYSICAL PITCHING PHASE
The pitching competition allows you to demonstrate your business knowledge and convince the panel of judges about your business’s feasibility, scalability, market & financial understanding. At the pitching stage, entrepreneurs will pitch their ideas before a panel of judges. Only the successful candidates from the pitching competition who have met all due diligence requirements will receive seed capital funding and access to the Alumni network to support their business ambitions.
Please note that this phase is another key outcome of this training programme, and all shortlisted entrepreneurs must go through this phase to be eligible for SEED CAPITAL.
THE SEED CAPITAL PHASE
All TEFXUNICEF BEGreen selected participants who have completed all the above steps, registered their business & opened a bank account will be paid the seed capital. An entrepreneur who has received funding and acknowledged receipt of payment will be issued a TEFXUNICEF BEGREEN CERTIFICATE OF COMPLETION AND ACHIEVEMENT.

What are the eligibility criteria for businesses?
All programmes are open to businesses that are between 0 and 5 years old at the time of application. Businesses older than 5 years are not eligible. However, the Aguka Ideation Programme is exclusive to Rwandan entrepreneurs with businesses in the idea stage.
How do I apply?

Can I apply to more than one Entrepreneurship programme?

Is there a registration fee to be paid before TEF Application?
The Tony Elumelu Foundation Entrepreneurship Programme application is online, and it is FREE! TEF has NOT appointed anyone to act on her behalf to conduct any part of this Programme. Can I reapply after being ineligible in previous years?
Yes, we encourage you to reapply to our programme until you are successful. However, participants disqualified from previous programmes are not allowed to reapply to any of the programmes.
If I have received seed capital from the Tony Elumelu Foundation Entrepreneurship Programme, can I apply to the other programmes as a fresh applicant?
No, Entrepreneurs who have received seed capital from any of the programmes implemented by the Tony Elumelu Foundation are considered as Alumni and are not eligible to apply to any of the programmes.
What are the criteria to be reviewed after I submit my application, and I meet or exceed Cut-off score?
Your application will be reviewed based on the following criteria: Leadership: Demonstration of leadership qualities and potential. Wow Us: Creativity and innovation that makes your business stand out. Elevator Pitch: A clear and compelling summary of your business idea. Problems Solved: The extent to which your business addresses a significant problem or need.
Which mobile number should I use for application?

Does it mean I am eligible to receive seed capital immediately after application?
No, participants who are shortlisted after the application will need to complete all programme phases and meet the specific programme requirements to become eligible for seed capital.
I have two ideas. Can I submit them separately?
No, Applicants are expected to apply with only one existing business or business idea. Applicants found to have applied multiple times in the same cycle or in different cycles will be disqualified.
Can I apply with 2 email addresses?
Applicants are only allowed to submit applications using one email address. Duplicate applications submitted with two or more email addresses will not be considered.
What documents do we need to upload when applying?
